This is the charm of jump lists, an extra-generation feature for navigation to files, folders, and applications in Windows 10 as in earlier Windows versions. All the others work fine. Just realize that I have the same problem too. This is true even in Chrome’s Incognito mode! This MUST get fixed asap. That just hides recent files in the jump list, not the full jump list.

You can tell because the file list will say “Recent” above it. If it doesn’t it’s likely powered by the app itself and isn’t controlled by that setting. A good app to check is Notepad. Right click it in the start menu for the jump list. You’ll see Recents if it’s on, you shouldn’t see them if it’s not. Also turning it off clears those lists so turning it back on won’t make them show up again until you open some files with an Open dialog or from explorer.
